The State's Chief Minister, after being questioned by a reporter, Pugazhendi, challenges him to accept the position for a day, and see for himself the challenges that face him. Roja is about a simple girl from a village who marries a sophisticated city dweller Rishi (Aravind Swamy) and goes to Kashmir as he is assigned a post at an army communications centre. Roja's (Madhubala) world gets shattered when Rishi is abducted by the terrorists. How Roja fights & gets back her husband is the rest of the story.
