Madhivadhani IAS is a district collector who is called to the village of Kattoor, where poor residents are already pressing the police for clean water, sanitation and action against their landlord. Then a four-year-old girl, Dhanshika, slips into an open borewell. Her parents, Sumathi and Pulenthiran, and her brother Muthu wait anxiously at the site while Madhivadhani takes charge of the rescue.
Madhivadhani must find a safe way to reach the child as time and air run short. A ditch on the road, angry villagers, press criticism and failed attempts all make her task harder, and she has to weigh each risky decision herself.
