Dedicated intelligence officer Shiva embarks on a mission to track down a psychotic serial killer who wreaks havoc in the city.

Kaththi Seenu, a convict on the run chances upon his lookalike, Shankar and cleverly sends him in his place to prison. When he realises that Shankar was helping the downtrodden farmers of his village, Seenu ends up fighting for them.
